Data Protection and Freedom of Information Authority in Hungary since January 1, 2012

"Significant development in the Hungarian public administration for the protection of citizens has been achieved by setting up a Data Protection and Freedom of Information Authority (in Hungarian: Nemzeti Adatvédelmi és Információszabadság Hatóság). This authority keeps the functions of the previous data protection ombudsman. Having a broader authority in case of abuse of personal data, fines of up to 10 million HUF might be imposed even repeatedly. Attila Péterfalvi, an earlier ombudsman has been appointed by the State President as head of Hungary’s National Data Protection and Freedom of Information Authority for nine years. The independence of the new authority is ensured by legal guarantees and the length of his term spans government cycles. The website of the authority will open under www.NAIH.hu in January. Another important development is the new Act No. CXII of 2011 on Information Rights and the Freedom of Information, which replaced the former Act No. LXIII of 1992 on the Protection of Personal Data and the Publication of Data of Public Interest by 1 January 2012. LAPSI Consortium member HUNAGI has the intention to invite NAIH Head Dr. Péterfalvi to the LAPSI internal Thematic Seminar and the Data Session of HUNAGI 3rd Conference devoted to Mobile GIS scheduled for 22-23 March, 2012 in Budapest."The above text was compiled from sources of internet and the Hungarian public service broadcast MR1. "The HungarianAssociation for Geo-information (HUNAGI) is a non-for-profit umbrellaorganisation serving the spatial data interest community in Hungary since 1994.Its major objectives are to encourage and facilitate the availability, accessibilityand usability of geographic information. To achieve these goals, using itsEuropean and global relations emphasis is given to awareness raising,dissemination of knowledge and best practices in association with EU directivesINSPIRE and PSI.

Having 88 memberinstitutions and organisations, HUNAGI’s multidisciplinary community includesgovernmental agencies, NGOs, academic and private sectors. The HungarianMapping and Cadastral Agencies are full members of HUNAGI since the beginning. HUNAGIkeeps extensive horizontal links and interdisciplinary partnerships with MFTTT(Hungarian Society of Surveying, Mapping and Remote Sensing), ITS Hungary(navigation), MLBKT (Hungarian Society of Logistics, Purchase and Inventory),MATISZ (Hungarian Society of e-Content Industry), CASCADOSS Hungary Association(opensource and open data), Hungarian Space Research Cluster (HUNSPACE), MAGISZ(Hungarian Federation on Agroinformatics),MUT (Hungarian Urbanistic Knowledge Center) as well as the SZVT (HungarianSociety of Management and Organisation).

It hasalso links with GEO and CEOS WGISS via GSDI as well as UNGGIM via EUROGI.HUNAGI is SDIC (spatial data interest community) partner of the DG JRC SpatialData Infrastructure Unit. HUNAGI is member of the Genova-based GISIG since1996.

UN Economic and Social Council sets up committee on global geospatial information

"27 July 2011 – The United Nations Economic and Social Council (ECOSOC) today voted to establish a committee of experts on global geospatial information management to coordinate international dialogue on spatial data infrastructures and enhance cooperation in that field.

According to the latest report of the Secretary-General on global geospatial information management, the rapid technological advances in geospatial information and related technologies have made this kind of information readily available.

Geospatial information has application in many fields including humanitarian, peace and security, environmental and development challenges facing the world, such as climate change, natural disasters, pandemics, famines, population displacement and food and economic crises, according to the report.

Building the infrastructure for the gathering, validation, compilation and dissemination of geospatial information is therefore as important for countries as the building of roads and telecommunications networks.

However, there is currently no global multilateral or intergovernmental mechanism that can play the important leadership role of setting the agenda for the development of global geospatial information and promote its use to address key global challenges.

The Secretary-General proposed that the UN take the lead role and serve as the coordinating entity of the global geospatial information community, hence the decision to create the committee.

The committee is mandated, among other tasks, with providing a platform for the development of effective strategies on how to build and strengthen national capacity on geospatial information, especially in developing countries.

It will also compile and disseminate best practices and experiences of national, regional and international bodies on geospatial information related to legal instruments, management models and technical standards, thus contributing to the establishment of spatial data infrastructures.

The committee will comprise experts from all Member States, as well as from and international organizations, who will serve as observers."

HUNAGI’s links with P.R. China in the field of EO/SDI and Digital Earth

FÖMI is member of HUNAGI, the nonprofit interdisciplinary Hungarian Association for Geo-information (http://www.hunagi.hu) .

Established in 1994, HUNAGI is an umbrella organization of learned societies, governmental agencies, private companies and academic institutions including universities. Today it has 88 member organisations and institutions, many of them from the Land Administration-related areas.

The Hungarian Society of Surveying, Mapping and Remote Sensing is its founder member, while the Hungarian flagship core geospatial data provider FÖMI, the Institute of Surveying, Mapping and Remote Sensing joined HUNAGI in 1997.

HUNAGI has extensive international affiliations including EUROGI (Leuven, Belgium) since 1994, GSDI (Reston, USA) since 1996 and ISDE (Beijing) since 2003. In GSDI Association representatives of the Chinese State Bureau of Surveying & Mapping and HUNAGI were sitting together at the GSDI-5 Conference in Cartagena.

HUNAGI is a registered Spatial Data Interest Community of the DG JRC of the European Commission for INSPIRE and takes part in PSI/SDI related EU projects since many years.

HUNAGI arranged the Meeting of the Hungarian UNSDI Board with the Chinese SDI delegation hosted by FÖMI in 2007.

Secretary-general of HUNAGI and Dr. Jang Jie of the National Geomatics Centre shared the chair in the ISPRS Commission IV/1 Working Group of SDI after the Istanbul Congress and worked together during the ISPRS Congress in Beijing in 2008.

HUNAGI representative served as deputy head of the GSDI Association at the GEO-VII Plenary and Ministerial Summit held in Beijing in 2010.

HUNAGI participated the Conference on the Progress Report for the Center of Earth Observation and Digital Earth in Spring 2011 hosted by CAS CEODE (where Mr. Li Pengde, Deputy Director of NBSM delivered a presentation) and took part the WG Meeting on the Digital Earth Vision 2020 in Beijing.

HUNAGI has a seat in the Executive Committee of ISDE since 2008 and takes part also in the Editorial Board of the Int’l Journal of Digital Earth listed in the extended Scientific Citation Index.

Now HUNAGI will submit a bid to the secretariat of ISDE hosted by CEODE in Beijing offering a proposal to host the ISDE-8 Symposium in Budapest, early November 2013. Digital Earth -8 topics cover among others EO/SDI/Internet of Things/Cloud computing and promising new technologies developed for the benefit of the communities and citizens.

Director-general of FÖMI was tentatively approached recently to serve as one of the three contact persons of the local organizer.

A 3-day conference devoted to promising future European technologies has been successfully completed in Budapest this week. Neelie Kroes, Vice President of the European Commission announced the six selected technologies which will receive significant support in the coming years:

The conference and exhibition was official event under the Hungarian Presidency of the European Council. Tamás Fellegi, Minister of National Development and József Pálinkás, President of the Hungarian Academy of Sciences made presentations too.

Space-based information for Crowdsource Mapping - UN Conference on Disaster Management and Emergency Response

"Dear Colleagues,
The "United Nations Platform for Space-based Information for Disaster Management and Emergency Response - UN-SPIDER" was established by the United Nations General Assembly in 2006 with the following mission statement: "Ensure that all countries and international and regional organizations have access to and develop the capacity to use all types of space-based information to support the full disaster management cycle". Our ultimate aim is to help disaster management organisations access and use space-based information to support their work.
One of the core activities of the UN-SPIDER programme is the provision of technical advisory support to countries, including carrying out technical advisory missions. During these missions a team of experts meets with key disaster management authorities in the Government, UN agencies, regional and international organizations/initiatives and private entrepreneurs to discuss, make recommendations and develop guidelines to enhance the use of space-based information in disaster management. The purpose is to assess the current use of space-based technology and information for disaster management and emergency response, identify potential areas where space-based technology and information could play a greater role and contribute to improving the access to space-based technology and information.
The following Technical Advisory Missions are planned for the next 4 months:

- Technical Advisory Mission to Sudan from 22-26 May 2011

- Technical Advisory Mission to Cameroon from 7-10 June 2011

- Technical Advisory Mission to Nigeria from 13-17 June 2011

HUNAGI at the Board Meeting of the Hungarian Space Research Council

The Board Members have been informed by HUNAGI representative on five topics:
1. HUNAGI supports the initiative to establish MSc courses in Hungary in Geoinformatics.
2. HUNAGI/GSDI at the CEOS WGISS-31 hosted by USGS EROS Data Center
3. HUNAGI will host the CEOS WGISS-32 in Budapest in September 2011 with embedded Hungarian Session
4. Planned Geocarto International special issue devoted to Hungarian achievements in RS/GIS/SDI
5. HUNAGI and the ISDE. Involvement in the formulation of the Digital Earth Vision 2020 and the opportunity to host the ISDE-8 in Hungary in 2013.
The Meeting was partly participated by Dr. Éva Menyhárt Deputy State secretary of the Ministry of National Development who expressed her interest on the activities of HUNAGI in the field of Earth Observation and Spatial Data Infrastructure.

The new logo for HUNAGI has been designed and produced by Ms. Réka Sajó, a young artist in graphics.
The logo can be downloaded from HUNAGI's Picasa album or in case if printing office quality is required it is also available by written request.
The first appearance of the new logo was actually at the 2nd HUNAGI Conference hosted by Hotel Gellért and even the international feedback was positive.
HUNAGI members and partners (including ITS Hungary, MLBKT, HUNSPACE, MATISZ) have been informed on the new logo yesterday by eNewsletter.
Our international partners such as GISIG, EUROGI, GSDI, UNGIWG, ISDE, CEOS WGISS and other institutional links (including LAPSI, Plan4all, AGISEE, ) will be informed by the usual communication. The old logo might be used as banner.

The application was confirmed by the head of the relevant office of MoFA. In the descriptive chapter of the application HUNAGI was described as follows (courtesy translation with some updates):
"The non-for profit Hungarian Association for Geo-information (HUNAGI) was established in 1994 by and for the community interested in the collection, provision and use of spatial data, geographical information. Its promary goal is to promote and facilitate the availability, access and usability of spatial data in line with the INSPIRE directive.

HUNAGI focuses on the awareness raising, dissemination of information including INSPIRE, PSI and standards-related best practices, with special emphasis on innovative and cost-effective solutions in e-government.

Today nearly 100 institutions and organisations are member of HUNAGI covering the sectors academia, government, NGOs and industry. It has a mentored student division and during the past several years MoUs have been signed with partner associations of the domains Intelligent Transportation Systems, Space Industry, e-Content Industry, Agro-informatics, as well as Logistics, Inventory and Purchase.

Strength of HUNAGI is its reputation and commitments in bridging international links and cooperation with the aims to provide and encourage contributions on Hungarian achievements (in publication such a GIM, GeoConnexion, IJSDIR and IJDE) on one hand and disseminate knowledges associated with spatial data and related technologies on domestic fora.

Especially close links have been established with the European Umbrella Organisation for Geographic Information (EUROGI, www.eurogi.org) since 1994, the Global Spatial Data Infrastructure initiative and Association(GSDI, www.gsdi.org) since 1996, the International Society of Digital Earth (ISDE, www.isde6.org) since 2003 and the SDI initiative of the UN Geographic Information Working Group (UNGIWG, www.ungiwg.org) since 2006.

HUNAGI is active in EU projects (eSDI-NETplus, Humboldt, LAPSI only few to mention) and contributed to the geoscience-oriented International Year of the Planet Earth. HUNAGI contribution to GSDI activities includes the liaisonship with the Earth Observation community in information systems and services (CEOS WGISS, http://wgiss.ceos.org) since 2006, correspondent and member of GSDI delegation at the inter-governmental GEO plenaries (GEO, www.earthobservations.org) since 2007, and co-chairmanship in the Legal & SocioEcon Committee of GSDI since 2009.

For the Hungarian spatial data interest community HUNAGI operates news- and thematic blogs (with topics events, call for opportunities, links, new products and services, publications), which are directly linked from the just renewed HUNAGI website (www.hunagi.hu). To disseminate selected news Facebook, LinkedIn and Twitter are also used.

Forthcoming planned activities include to host an EU Plan4all project dissemination workshop on HUNAGI Conference level on 3rd March 2011, to prepare and submit a bid to host the ISDE-8 Symposium in Hungary for 2013, to support the Fleming Europe Conference on Geospatial Strategies in Budapest in June and to host the CEOS WGIS-32 Meeting in Budapest in next autumn.

From our daily mail. Mr. Gábor Bakó, manager of the INTERSPECT Ltd. member non-profit company of HUNAGI has released the following news to be published on the HUNAGI blogs:

Red mud disaster files

The high resolution images of the grievous red mud disaster that happened in Hungary in October 2010 were made with aerial remote sensing and have been made available on a public portal at www.rsgis.eu, along with information in connection with the disaster. The research was carried out by a team of young researchers, who are also the creators of the world's highest geometrical (terrain) resolution aerial mosaic (www.zoomy.hu).

By presenting the disaster stricken area their aim is to provide help and to draw attention to the prevention of such industrial disasters.

They mapped the area from the air with a unique airplane transformed for this purpose and with a self-designed camera system on several occasions . They participated efficiently in the site investigations as well. The images are especially useful for the disaster management, the ministries and the universities that took part in the evaluation process.

These images record the changes taking place in building stocks, vegetation, wildlife and soil- and water quality. With their help we can make deductions concerning longterm environmental effects.

Interspect Ltd a Hungarian SME in the field high resolution aerial surveys is exceptional busy in these days to monitor the damaged aluminum plant reservoir near to Ajka, West-Hungary. Interspect manager Mr. Gábor Bakó was kindly offered some important photographs for HUNAGI Newsblog, which were taken in early June and last week above the critical site. The high-resolution aerial photographs taken in early Summer might provide evidences on the quality status of the dam.
Mr. Bakó wrote recently: "We have been exploring the over expanding opencast mining and dumps that are potentially dangerous or simply are not in appropriate condition since the spring of 2010. The activity of public utility has been going on slowly as we have been doing it for our own objectives.

We have proposed the application of a remote sensing system (involving a complex aerial photography procedure) developed in the last half a year for the survey of environmentally and areas dangerous for human lives. We took photos of the area of the disaster as well on 11^th and 12^th June (see picture 1). Concerning the condition of the object some doubt ariose, but we were informed that it was under continuous control and we had no right to doubt the procedure. At present a remote sensing system cannot criticize investigations on the premises.

In our opinion the potentially dangerous objects in Hungary could be photographed within up to two weeks and thus an order of importance concerning danger, a kind of prioritization, a ranking on the basis of instrumental examinations could be made according to the immediacy of intervention, so that such deadly disasters would not happen again.

We are still looking for the financial facilities to make this method even more effective and to carry out the examinations faster. There is a great possibility that such disasters can be prevented if the renovation of such establishments is carried out in time and in the right order. Pictures 2, 3, 4 and 5 were taken two days after the disaster."

HUNAGI's contribution to the Annual Report of the Hungarian NMCAs

The Hungarian Association for Geo-information (HUNAGI) is a non-for-profit umbrella organisation serving the spatial data interest community in Hungary since 1994. Its major objectives are to encourage and facilitate the availability, accessiblity and usability of geographic information according to the INSPIRE legislation framework. To achieve these goals, using its European and global relations emphasis is given to awareness raising, dissemination of knowledge and best practices in association with EU directives INSPIRE and PSI. also enabling Having about 100 member institutions and organisations, HUNAGI’s multidisciplinary community includes governmental agencies, NGOs, academic and private sector. The Hungarian Mapping and Cadastral Agencies are well represented in HUNAGI since the beginning. Some recent activities and features include:

· Links and joint actions with non-member NGOs: partnership with ITS Hungary (navigation), MLBKT (Hung. Society of Logistics, Purchase and Inventory), MAGISZ (Hungarian Society of Content Industry), CASCADOSS Hungary Association, Hungarian Space Research Cluster (HUNSPACE), as well as the SZVT (Hung. Society of Management and Organisation).

· Recently, HUNSPACE and HUNAGI elaborated and submitted a proposal for the Ministry of National Development on a New Space Strategy emphasizing the ESA membership and the role of the SMEs in space industry and space applications using EO and GNSS technologies

Promoted by HUNAGI two Hungarians became founding members of the International Geospatial Society (IGS), the organisation established by GSDI Association for individual experts worldwide.
As far as the international links and activities of HUNAGI during the past year is concerned, four entities should be mentioned: EUROGI, GSDI, ISDE and UNGIWG.

HUNAGI joined EUROGI, the European Umbrella Organisation of Geographical Information in 1996. Between 1998-2000 it had seat in the Executive Committee. Some of the major actions since August 2009 are as follow:

Organising EUROGI ExCom Meeting hosted by VÁTI, member of HUNAGI in Budapest
EUROGI supported the first HUNAGI Conference on Geospatial OSS with best practice from Portugal (OGC, DG Info, EU Humboldt project were presented too)
Participating at the EUROGI Members‘ Day and Annual General Meeting in Brussels hosted by IGN
Preparation of a comprehensive calendar for EUROGI of GI/SDI-related events in the CEE-SEE Countries for 2010-2011
Bilateral consultations with CAGI on possible joint actions (e.g. Urban planning and GIS, Exhibition, implemented by the Hungarian Urbanistical Society at the Budapest Corvinus University) and considering opportunities provided by the Visegrad framework
Based on the suggestion of HUNAGI, EUROGI is ready to co-organize a conference during the Hungarian EU presidency in a topic (European best practice in SDIs, self assessment methodology), which is in line with the host institutions‘ interest. Referring the MoU driven EUROGI-Eurogeographics cooperation a joint one day conference might be considered if the readiness to host is expressed by the Hungarian relevant authorities.

HUNAGI joined GSDI, the Global Spatial Data Infrastructure Initiative and later Association in 1996. Since 1998 it has seat in the Advisory Committee, later Executive Committee. The mandate has expired in 2009. Some of the major actions since August 2009 are as follow:

Representing GSDI Association by presentation at the CEOS WGISS-29 Meeting in Bonn hosted by OOSA SPIDER, (WGISS is for Working Group on Information Systems and Services of the Committee on Earth Observation),
Co-chairing the GSDI Legal & Socioeconomic Committee,
Preparation for the GSDI-12 Conference scheduled for October 2010,
Alternate Head of the GSDI Delegation attending the GEO-VII Plenary and Ministerial Summit in Beijing

By invitation, HUNAGI joined UNSDI, the United Nations Spatial Data Infrastructure Initiative after The Netherlands and the Czech Republic as third country coordinator in 2006. This initiative was orchestrated and supervised by the UN Geographic Working Group (UNGIWG). Since 2007 as partner, HUNAGI is invited to take part the UNGIWG Meetings, which is a forum of delegated experts from about 30 UN agencies and some NGOs.

Some of the major actions since August 2009 are as follow:

Conference on Disaster Management using satellite based technologies and UNGIWG-10 Anniversary Plenary hosted by OOSA in the SPIDER Office in Bonn, where the VINGIS poster of FÖMI was also displayed.
HUNAGI promotes UNGIWG and UNSDI/SPIDER actions regularly in English at the HUNAGI/UNSDI newsblog: http://unsdihu.blogspot.com

HUNAGI joined ISDE, the International Digital Earth Initiative – later International Society of Digital Earth - in 2003. Since 2008 it has seat in the Executive Committee. Some of the major actions since August 2009 are as follow:

Participatied the ISDE-6 Symposium and ExCom Meetings and contributed to the Beijing Declaration directly emphasizing the role of SDI and technologies such as sensorwebs, RFID and LBS.
HUNAGI representative was invited to and voted by the Editorial Board of the International Journal of Digital Earth (IJDE) which is registered by the Thompson Science Citation Index in its third year!
Taking part the brainstorming hosted by the DG JRC in the subject Europe and the Digital Earth inviting the European ExCom members of ISDE and other prominent experts.
Participated the 3nd Digital Earth Summit devoted to „Digital Earth In The Service Of Society:

Sharing Information, Building Knowledge“ and organised by the Sofia University of Architecture,

Civil Engineering and Geodesy in conjuction with ISDE and EC DG JRC.

Recent meetings with the Director General of the Department of Land Administration of the Ministry of Rural Development as well as the Director General of the Institute of Geodesy, Cartography and Remote Sensing (FÖMI) promoting the opportunity to host the ISDE-8 in Budapest in 2013.

Other international networking activity of HUNAGI includes:

Taking part in the following European projects: EURADIN (organising with FÖMI and Geox two times National Workshops in the theme European harmonisation of addresses), eSDI-NET+ (dissemination of best practices in sub-national SDIs and re-use, evaluation methodology and self assessment techniques to be applied on national level), NatureSDI+ (contribution by taking part National Workshop and discussions), HUMBOLDT the harmonisation of spatial data in Europe (taking part in the review process), LAPSI legal aspects of the public sector information re-use (taking part as consortium member and setting up a HUNAGI LAPSI Team where both the Dept. of Land Administration and FÖMI are represented), PLAN4all the European Network of Best Practices for Interoperability of Spatial Planning Information (participated in project discussion by invitation and applied successfully for hosting National Plan4all Workshop in Hungary), SME4SPACE the enterprises in space industry (taking part in the open day organized by HUNSPACE).

Another networking events where HUNAGI was actively involved by invited or contributing presentation, organisation, discussion since October 2009:

Esri User Conference, Society and GIS Conference hosted by ELTE, GIS in Higher Education Conference with partners, Light-Space-Imagery Conference of GeoiQ and Hung. Society of Surveying, Mapping and Remote Sensing, IYPE National Board Meeting of the International Year of the Planet Earth, MÜT-ÜTT Joint Board Meeting of the Hungarian Space Research Council and the Space Scientific Council, HUNAGI Conference on Opensource softwares and free spatial data for Local Governments, INSPIRE Conference in Krakow, ISPRS Centennial Conference in Vienna and the International SDI Conference for the SEE Countries held in Skopje, FAO Workshop on ICT in Agriculture in Budapest, Geospatial Intelligence Summit, a Jacob Fleming Conference in Vienna, Austria.

Another important actions were the successfully completed first two phases of the contract signed with the State Audit Office in the anti corruption fight context, the cooperation with the CASCADOSS Hungary Association as well as the MoU with HUNSPACE, the Space Industry Cluster and organising the first Space Industry Workshop with international participation.
