HUCO partnership with the media was discussed


To illustrate the importance of the media partnership for the UNSDI HUCO, in frame of the emerging cooperation of HUNAGI and the Térinformatika Journal (the leading GIS magazine in Hungarian language) a flyer will be produced for the participants of the UN SDI Global Partners' Meeting hosted by the European Space Agency ESRIN in Frascati scheduled for 1-2 March, 2007. The four-sided flyer will introduce the content of the last 9 issues demonstrating the hot topics in Hungary. It was agreed at the Editorial Board Meeting of Térinformatika held on 19th February, 2007.

Another flyer will be produced to introduce UNSDI HUCO and HUNAGI, the interdisciplinary Hungarian GI Association.



TeIR, the countrywide territorial information system for Hungary is a contribution of UNSDI HUCO stakeholder VATI to illustrate an efficient tool for the sustainable development based on SDI elements.

Extracts from the letter recently received from Jelle U. Hielkema, Consultant of UNGIWG:
Dear all,
The preparations for the UNGIWG-UNSDI Global Partners Meeting (UGPM) meeting at ESA-ESRIN in Frascati on 1 and 2 March are drawing to a close.
Attached you will find a copy of the final meeting programme which will definitely keep us busy for two days! Also attached are two versions of the list of registered participants 1) one with all participants in alphabetical order and 2) one with the differentiation of participants from UN Organizations and those representing UN Member States and we think that we have achieved a very nice balance indeed!
Furthermore attached are three key meeting documents which, in order to save the Secretariat considerable work and maybe leave a few more trees in the topics. The meeting documents are:
- "A Strategy for developing and implementing a United Nations Spatial Data Infrastructure (UNSDI) in support of Humanitarian Response, Economic Development and Environmental Protection", prepared by Franck Albinet from UNHCR, currently outposted at WFP, and Barry Henricksen, senior UNGIWG consultant. This document has been circulated in, commented on and cleared as a final draft by the UNGIWG Membership;
- A UNSDI Compendium " A UNSDI Vision, Implementation Strategy and Reference Architecture" prepared by Barry Henricksen as a follow-up to the UNGIWG-7 Plenary in Santiago de Chile in early November 2006. In view of its just over 5.5 MB size this very comprehensive 150-page UNSDI reference document, hereafter referred to as 'The UNSDI Bible', has been uploaded on the UNGIWG website, www.ungiwg.org , and can be found under 'UNSDI'.
- An outline of envisaged "INSPIRE-UNSDI Technical and Institutional Cooperation" , being the result of a discussion meeting, held on 15 December 2006 at the EC Joint Research Centre (JRC) with JRC support, and subsequent formulation process between the INSPIRE and UNSDI Secretariats with the participation of SDI experts from the Czech Republic, Germany, Hungary, Spain and The Netherlands. This cooperation includes a proposal for the establishment of an annual Joan Blaeu@Prize, an initiative of the Czech UNSDI Coordination Office (CCO) and presented in the Annex to the outline.
The good news of the European Parliament issuing the final formal approval on 12 February for the INSPIRE Directive to become law in the 27 member countries of the European Union is definitely a key and most timely milestone!
For those of you who have indicated to attend the ESA HMA-CEN open day Workshop on 28 February, I attach the programme for this day as provided by ESA.

Breaking News: INSPIRE Directive approved !

HUNAGI was just informed as registered Spatial Data Interest Community by the SDI Unit at DG JRC on the approval of the INSPIRE Directive

The European Parliament approved yesterday in third reading the INSPIRE Directive. The Directive will come into force 20 days following its publication on the Official Journal of the European Union. Official publication on this very positive development:

5.- Az eddigi eredmények áttekintése, 6.a munkatervi feladatok megválasztásának szempontjainak ismertetését követően az UNSDI HUCO számára javasolt feladatok ismertetésére öt témakör köré csoportosítva került sor Dr.Mihály Szabolcs és Dr.Remetey-Fülöpp Gábor előkészítésében.

A résztvevők hozzászólásait Sikolya Zsolt moderálta A felvetések a következő kérdéseket érintették: a HUCO virtuális iroda és a Felügyelő Testület lehetséges intézményesítése és integrálása az államigazgatásba, a Nemzeti Téradat Infrastruktúra Stratégia (NTIS) és az INSPIRE EU Irányelv aktuális kérdései, lehetőségei, a forrásbiztosítás szükségessége és lehetőségei a Kormány operatív fejlesztési programjai keretei között. Rövidtávú tennivalók: az LMO (OMSZ, FÖMI) és SDIC szervezetek (HUNAGI) INSPIRE végrehajtási szabálytervezetekre vonatkozó véleményezési feladatainak összehangolása. A FAO SEUR lehetséges együttműködő, támogató szerepe.
NTIS előterjesztés a kormány részére, valamint a végrehajtás és működtetés kérdéseinek tisztázása. A koordinációs testület intézményi tagjainak pontosított elvárásai, lehetőségei és felajánlott támogatásuk a HUCO vonatkozásában és a HUNAGI irányában. Felkérés a HUCO tevékenységére és a hazai SDI helyzet bemutatására vonatkozó intézményi hozzájárulások megtételére az ENSZ által adott tematika alapján, ismertetett ütemterv szerint.- Az ülés eredményének összefoglalása, jelentés az UNGIWG felé és nyilvánosságra hozatal.

A jóváhagyott napirendet (UNSDI_HUCO2_program.ptt) és az elhangzott ismertetőt (UNSDI_HUCO2_rfg.ptt) a csatolmány szerkeszthető formában tartalmazza.

nyelven.

3. Tanácsadói és munkacsoportok alakítása az INSPIRE végrehajtási
utasításainak témaköreiben
Az INSPIRE angol végleges szövege és magyar előzetes fordítása a http://hunagi9.blogspot.com SDIC naplóban található. Eredeti források: inspire.jrc.it és sdi.jrc.it honlapokról érhető el. A témakörök pontos meghatározása és a módszertan az INSPIREWorkProgramme csatolt anyagban található (5.oldal):
Öt témakörről van szó ebben a kontextusban:
- metaadatok
- adatspecifikáció
-hálózati szolgáltatások
-adat- és szolgáltatás megosztás
- monitoring és jelentéskészítés
Ezekbe várjuk szakértők kijelölését.
A Felügyelő Testület tagintézményei által delegált szakértők és önkéntesek
jelentkezésével. További érdekeltek ajánlására és bekapcsolódására mód van
Működési időtartam: meghatározatlan idejű
Feladata: az UNSDI HUCO által képviselhető vélemények továbbítása SDIC
Közösségként a HUNAGI-tól külön, vagy együttesen, kihasználva a magyar modell
adta lehetőséget.

Az első INSPIRE IR anyag 10 munkanapos észrevételezésre már február 1-én érkezhet!
Az LMO-k (FÖMI, OMSZ) saját közvetlen válaszaikon felül adhatnak hozzájárulást
a HUCO-n keresztül is (a sajátos szempontok miatt ezek el is térhetnek)

4. Az NTIS kormányhatározattal való elfogadtatás előmozdítása
Az FVM/FÖMI - KvVM összefogásban kormányelőterjesztés készítendő, melyhez az
UNSDI HUCO Felügyelő Testülete és az Iroda maga részéről is támogatást adhat
átvéve az NTIS munkacsoport szerepét az FVM/KvVM társelnöklete mellett.

5. Az NTI megvalósításának és működtetésének rendszerterve, hatáselemzése és
forrásigényének biztosítása
Készüljön tömör döntéselőkészítő előterjesztés az FVM, a KvVM és az UNSDI
HUCO Felügyelő Testülete megbízásából a delegált szakértők közreműködésével,
az MTA és a civil szervezetek bevonásával illetve hozzájárulásaik becsatolásával.
Közreműködési szándék jelzése

Mindezeken felül:
- UN SDI HUCO bátorító állásfoglalása a GSDI-CEOS WGISS közös, GEO-ban vállalt
feladataiban a magyar részvétel lehetőségét illetően.
Az GEO 2007 évi feladatait tartalmazó legfrissebb CEOS WGISS anyag közreadása
igény szerint az érdeklődőknek vagy a Testület minden tagjának véleményformálás céljából.

FAO SEUR - UNSDI HUCO meeting on top level

Talks at the FAO SEUR Headquarters
Ms.Maria Kadlecikova, FAO Representative at FAO SEUR located in Budapest received the Head of the UN SDI Hungarian Coordination Office dr Gábor Remetey-Fülöpp. The talks were participated by Mr. Michal Demes (right), Information officer of FAO SEUR too. The strategic collaboration of FAO SEUR and UNSDI HUCO in the field thematic knowledge network and capacity building was discussed in line with the planed HUCO actions highlighted at the 2nd Stakeholders' Meeting. The output of the talks will released next week. After the meeting, Mr.Demes made live demonstration on the AgroWeb capabilities and features and details on the follow-on actions have been agreed.

Networks for exchange knowledge in Agriculture

As Michal Demes of FAO SEUR emphesized in his opening speech, AgroWeb should be extended towards spatial informatics. It will be also a topic on the forthcoming talks of UNSDI HUCO/HUNAGI and FAO in Budapest, Frascati and Rome. This networking is in line with the action plan of EUROGI WAG IA towards the EU Neighbour Countries.
